An Immigration and Customs Enforcement officer shot and wounded a man in a residential New York City neighborhood Thursday afternoon during what the agency called a "targeted enforcement operation."
New York City Mayor Zohran Mamdani, calling the incident an "unconscionable and incredibly serious situation," said the man was in a vehicle with a 5-year-old child at the time.

"Early reports indicate agents surrounded him and a 5-year-old child in his car before firing multiple rounds," Mamdani said in a statement.
According to the New York Police Department, which said it was not involved in the shooting, the man was conscious and receiving medical attention. The child is believed to have been physically unharmed, the mayor said.

The Department of Homeland Security said ICE officers were "conducting a targeted enforcement operation" in the area to arrest the man when one of the officers "discharged his weapon," injuring him. ICE officers rendered aid and the man is alive in a local hospital, DHS said.

DHS did not provide any details about what led up to the shooting, saying in a statement, "The incident remains under investigation. More information will be shared as it becomes available."

DHS did not identify the shooting victim. According to DHS, he is Dominican and is in the U.S. illegally. DHS said he has alleged associations to the Trinitarios gang and has a prior criminal conviction for grand larceny and "multiple prior arrests for assault, robbery, possession of drugs, and weapons possession."

The shooting occurred around 4 p.m. ET in the upper Manhattan neighborhood of Marble Hill, the NYPD said.

Mamdani said he has called President Donald Trump and that "when we speak I will demand that he ends all ICE enforcement actions in our city.
"I will not stand by while ICE agents terrorize our communities," the mayor said.
At a press conference hosted by the New York Immigration Coalition on Thursday night, Rep. Adriano Espaillat said he spoke with the family of the man shot and they confirmed the child who was in the car with him is in the family’s custody. The congressman said ICE agents did not allow him to see the man in the hospital when he went to see him.

In a statement on Thursday night, New York Gov. Kathy Hochul called on federal authorities to provide answers about the shooting.
"There is still much we don’t know about what happened in Marble Hill," she said in a statement on social media. "But initial reports indicate ICE agents fired into a vehicle with a five-year-old child inside. Any trained law enforcement officer knows how easily that could have ended in tragedy. By the grace of God, that child appears to have escaped without physical injury."
City officials have been told that ICE has been using a nearby Target parking lot on 225th Street as a staging area.
Protesters gathered in the hours following the shooting, some holding anti-ICE signs, as law enforcement worked the scene.
Later protesters also clashed with police outside a hospital where the man who was shot was being treated.
